The Albania-EU Energy Efficiency Centre began as an action under the
SYNERGY Programme in April 1993 and in November 1995 the Albanian Government adopted it and established it as a
Foundation under the Albanian law. The long term aim of the Centre is to become self-financing through providing services in the
field of the rational use of energy and its involvement in various programmes and activities. Nevertheless, it will continue to receive
direct support until the year 2000 through an annual co-financing agreement between the SYNERGY Programme and the Albanian
Government.
By establishing the Centre, the Albanian Government has fulfilled part of its commitment under "The
Protocol of the Energy Charter Treaty for Energy Efficiency and the Environmental Aspects concerned with it", which Albania
signed in 1995.
The main aims of the Centre are:
- to increase the co-operation with other countries
- to implement the Government Energy Policy in promoting energy conservation and energy management in Albania
- to strengthen the co-operation between the other Albania institutions which work in the energy field.
The Centre is also collaborating with other countries to improve the energy efficiency of the Albanian economy
and to protect the environment. The Centre promotes the efficient use of energy and provides the technical and other expertise to
make this possible. It also promotes the use of renewable energy sources which besides having a lower environmental impact also
reduce the rate of depletion of conventional fuels.

Services
Speacific areas of activity include the following:
- Produced a television documentary film to promote the use of solar energy,
- Organised seminars on:
- the efficient use of energy in various sectors
- renewable energy
- the implications of the Energy Charter Treaty
- Undertaken leaflet campaigns to promote energy efficient motoring and energy saving in the home
- Organised in co-operation with the Albanian Power Corporation (KESH) an national awareness campaign for the payment of electricity in Albania. The campaign had several elements like; leaflets, big and small posters, documentary film, advertisement in the main newspapers and magazines, seminar. At the end of the campaign an opinion survey was organised to evaluate the impact of the campaign
- Organised training courses in Europe for Albanian experts on the conduct of public information campaigns, on the efficient use of energy in the public and private sectors, and on management techniques such as project and cost control
- Produced technical manuals in the Albanian language on the efficient use of energy in the industrial food, hotel and hospital sectors and on the efficient operation of industrial boiler plant
- Collected data on the use of energy in the food industry and for a wide variety of buildings
- Prepared data on energy laws and the applications of solar energy and small-scale hydropower in Albania for inclusion in an energy database
- Established an Information Centre in parallel with an associated Centre in Ioannina to provide energy information to businessmen and energy professionals using library material and a database created for the purpose
- Participated in several PHARE projects like "Twinning of Energy Efficiency Organisations"
- Assisted in the creation of new energy consultancies in Albania in the framework of the PHARE project "Twinning of Energy Consultants"
- Organised seminar for the thermal situation of the existing buildings
- Run energy audits in different businesses and public institutions
- Implemented demonstration projects for solar energy in schools
- Publish the newsletter "The Energy in Albania" in Albanian and English languages.
